NOTIFICATION OF YOUR RIGIiT TO REQUEST A PRE-BLAST SURVEY <br />September 7, 2001 . <br />Dear Sir or Madsen: <br />"Your home, building or savcture is located within one•half mile of the heundary of the Lormcito Canyon <br />Mine's permit number C-96-084, which is held by Lormcito Coal Company; LLC. The Lormcito Canyon <br />Mint: is locatod 20 miles west of Trinidad, Colorado and southeast of Weston, Colorado in Townships 33 <br />and 34 South, Range 66 West, Secdoa 33, The corporate address of Loreacim Coal Company, LLC is: <br />Lormcito Coal Company, LLC. <br />4422 Bryan Station Road <br />Lexington, Kentucky 40516 <br />The Lormcito Canyon Mine will incorporate controlled blasting to loosen the rock sa that it can be <br />removed by mobile equipment, uncovering the uaderlytag coal beds. The blasting operation will be <br />duetted by a certified bloater. All federal, star®, and local regulations and guidelines will be followed, All <br />blasts will be designed to mitumize ground vibration and air blast, and to prevent fly rock. <br />Asper the "Regulations of the Colorado Mined Land Reclamation Board for Coal Mining, Section 4.08.2", <br />the operator (Lormcito Coal Company, LLC.) is required to provide written notification to ail residents or <br />owners of dwellings or other structures located within one•half mile of the permit area, expluiniag how to <br />request apre-blast survey. The purpose of a pre•blast survey is to document the condition of the <br />structure(s) and identify any physical factors that could reasonably be affected by the blasting. The survey, <br />if requested, will be completed et your convenience prior to the cotnrnmcemmt of blasting operations. Tha <br />cost of the survey will be the responsibility of Lormcito Coal Company, LLC, A copy ofthe survey will <br />be provided to you.
