Technical Revision No. 20 Page 5
March 3, 1995
be included in the acreage requiring topsoil.
Page 2.05.4-13a
1. The Division cannot approve the use of the Newlin Creek
topsoil pile for reclamation of the Southfield Mine until
we receive either a written agreement from Dr. Corley or
a Succession of Operator transferring the Newlin Creek
Mine to EFCI has been submitted.
2. Upon receiving approval from the Division to utilize the
Newlin Creek topsoil pile for reclamation of the
Southfield Mine, the Division recommends moving the
topsoil pile to within the Southfield permit area.
Moving the pile would allow the bond release process to
proceed on Newlin Creek and would eliminate the potential
for double bonding of the pile.
Page 2.05.4-14
1. The third paragraph states that 11 acres of the refuse
pile have been reclaimed and the fourth paragraph states
that 19 acres have been reclaimed. Please confirm which
is correct and make the appropriate changes to the page.
Page 2.05.4-14a
1. The page states that 3,900 cubic yards of soil material
will be replaced on the borrow area. EFCI should further
revise this page to clarify that soil from the "A"
horizon will be replaced on the borrow area.
Please call if you have any questions.

Christine E.
