Technical Revision No. 20 <br />March 3, 1995 <br />Page 4 <br />east loadout should be backfilled to reestablish this ridge. <br />In order to establish the ridge, the railroad spur line should <br />also be removed, which has not been discussed in EFCI's <br />reclamation plan. To return the west loadout to AOC, material <br />which was cut from the north end of the loadout should be <br />backfilled to reclaim the south end of the disturbance. EFCI <br />should revisit the reclamation plan for the loadout and <br />provide a plan which reclaims the site to AOC. <br />In addition, EFCI should provide cross-sections of the loadout <br />which show pre-mine and post-mine topography (Rule <br />2.05.4(2)(c)). EFCI should provide at least three sections <br />for the east side and at least one section for the west side. <br />12. The amount of material available for backfilling and grading <br />the loadout was not provided in either of the responses noted <br />above, but is included in the bond estimate submitted December <br />19, 1994. This will be addressed during the review of that <br />estimate, so at this time no further response is required. <br />13. The Division requested a current topography map of the <br />facilities area which was provided. The pre-mine topography <br />map is needed for an AOC determination. The Division records <br />show that Technical Revision No. 16 only updated Maps 17, 18, <br />and 30; therefore, a revised Map 6 should be provided. <br />14. The Division appreciates the various information provided <br />regarding the bond estimate. The information provided will <br />not be addressed at this time but in the review of the bond <br />estimate provided by EFCI on December 19, 1994. No further <br />response required is required at this time. <br />Comments on Revised Pane Chances: <br />Page 2.05.3-60 (Table 31a) <br />1. Reference should be made to the fact that topsoil <br />material removed from the 7.3 acre area will either be <br />stored in topsoil stockpile M-4 or live hauled to reclaim <br />the refuse pile. <br />Has EFCI begun construction of this pile? <br />The acreage of the facilities only includes the main <br />area. Outlying facility areas should be included as they <br />will require topsoil. The Division has identified the <br />road to and the explosive bunker, the rock dust storage <br />facility, and the road to and substation ~2 as areas to <br />
