EFCI has stated that the modified refuse pile <br />configuration will cover approximately 33 acres <br />when complete; 19 acres has been reclaimed and 14 <br />acres of refuse pile surface will require <br />reclamation. Based on the map faxed to the <br />Division on November 9, 1994, please verify that <br />the 14 acres includes the two areas to be <br />reclaimed, the active bench, and the expansion <br />area. <br />In addition to the Division's questions regarding topsoil and <br />subsoil balances, EFCI was asked to edit Table 31a as follows: <br />a. As stockpile M-4 on Table 31b has been changed to <br />M-5, no further response is required. <br />b. The Division appreciates EFCI's clarification <br />regarding the destination of topsoil from stockpile <br />M-1. No further response is required. <br />c. As EFCI has eliminated Phase 1 and Phase 2 from <br />describing the refuse reclamation plan by combining <br />the two Phases into one heading "Remaining Refuse <br />Pile", no further response is required. <br />4. As Table 31a has been revised to reflect M-5 in place of M-4, <br />no further response is required. <br />5. As previously requested, please verify that 11.5 acres is the <br />currently disturbed area and 2.5 acres will be the expanded <br />footprint. (See also #3, D.) <br />6. Revised page 2.05.4-7 which states that all concrete will be <br />broken up just enough so that it may be moved and properly <br />buried is acceptable. However, the Division recommends <br />rubblizing the concrete to ensure stability of the backfilled <br />material. Any signs of instability could delay bond release. <br />7. As references to vegetation plots have been removed from page <br />2.05.4-15 has been removed, no further response is required. <br />8. Page 2.05.3-56 states that 5800 cy of material were removed <br />from the area of Ponds 3 and 4. However, 5,700 cy of topsoil <br />are sufficient to cover the amount of disturbance to a depth <br />of 0.5 feet. <br />
