(EFCI) responses <br />dated December 20, 1994 and February 20, 1995, to our adequacy <br />letter dated November 8, 1994. The Division has some remaining <br />questions regarding this revision application. Our questions are <br />presented in the same format as previous correspondence. Please <br />note this adequacy letter includes a new section of adequacy <br />concerns regarding revised page changes. <br />1. As references to the GEC pit have been removed from page 2.05- <br />30, no further response is required. <br />2. As the paragraph referencing the vegetation studies and <br />reduction in cover depths has been removed, no further <br />response is required. Please consult with the Division prior <br />to beginning the study if EFCI plans to pursue this issue at <br />a later date. <br />3. The Division appreciates the revision of Tables 31a and 31b to <br />more clearly show the material balance between the amount of <br />topsoil and subsoil available and the amount of soil cover <br />required. The information requested by the Division in subset <br />questions 1-7 has generally been provided; however, please <br />clarify the following: <br />A. Will 11,800 cy of topsoil and 54,700 cy of subsoil <br />be excavated from the 7.3 acre area? <br />B. It is the Division's understanding that the 7.3 <br />acre area will comprise 2.5 acres of refuse pile <br />and 4.8 acres of borrow area. Please confirm. <br />C. There are 7,800 cy of topsoil in the topsoil pile <br />at the Newlin Creek Mine. The tables show that <br />
