Auguust 19. 1996 Inspection <br />During the August 19, 1996 Yoast Mine inspection which you and I conducted, we visited <br />the junction of Road 27 and the Yoast haul road with Seneca personnel to discuss the <br />technical revision for the dragline move, which was being reviewed at the time. During that <br />inspection, <br />1. Seneca staff discussed several options for modifying the plans which had <br />already been submitted in a proposed revision. I understood them to say that <br />the dragline could be walked off Road 27 and onto the adjacent ground with <br />little or no modification of the road shoulder. They also indicated they would <br />probably not need to remove topsoil from the path of the dragline after it <br />crossed Road 27 because the dragline would cause minimal disturbance. <br />2. Seneca staff discussed options for routing traffic around the dragline during <br />the move. I agreed with them that decisions about that aspect of the project <br />would be up to Routt County, not DMG. I said that because this part of the <br />project involved traffic routing, which I did not think was directly related to <br />coal mining activity. The option of widening Road 27 rather than building a <br />bypass was discussed but, nothing was said about the source of material for <br />widening Road 27. <br />3. I do not recall hearing any mention of road work on Road 27a during our site <br />visit. <br />4. All of the discussion about timing of permit work and earth work on this day <br />involved, <br />a. DMG working closely with Seneca in order to facilitate the review of <br />the technical revision application as quickly as possible and, <br />b. commencement of earth work a few days in advance of the dragline <br />move, which Seneca staff anticipated would happen during the third <br />week of September. <br />I did observe the spray painting on Road 27a while we drove to the Seneca <br />Mine office. I did not notice any markings on the rock outcrop adjacent to <br />the road. During a subsequent phone conversation (August 30, 1996), Mike <br />Altavilla told me that Seneca staff had specifically pointed those markings out <br />to us during the inspection. I told Mr. Altavilla that I had heard no mention <br />of those markings. I told him that I had considered asking what the road <br />markings were, but never asked the question. After noticing the markings, I <br />certainly would have remembered and been very interested in any <br />conversation aobut widening the road. <br />
