After review of the "Application for Ilse by Special Review" submitted to the Town of Milliken, dated April t 1, 2007.., there arc concerns and issues that need to be addressed and resolved. These include the following: Cround Water. There is not sound ducumcntation on the impact to the local groundwater table in the April 11, 2002, application submitted to the Town of Milliken. The State of Colorado "Construction Material Rules and Regulation," of the Colorado Mined Land Reclamation, clearly addresses and outlines hydrology and water quality issues. These issues have not be adequately addressed in the April 1 I, 2002, application. There are non-registered groundwater wells located within 1000-feet of the proposed gravel mine. There is inadequate information regarding the dc-watering effects on the properties and potential for de-watering or '`drying up" the wails. An estimated pumping rate for de-watering and subsequent pumping races to maintain and appropriate drawdown for mining activities has not been demonstrated. An estimated radius of influence resulting from maintaining a continuous drawdown has not been presented. These items have an impact on the properties located within the near proximity to the proposed gravel mining operations. Several questions arise and include: How is the gravel mining operations going to affect the toes] depletion of the groundwater resources of surrounding properties? How will the final reclamation of the mining operations affect the local groundwater conditions of the surroundinb properties?
