The operator states that "soil overburden will be placed over the <br />disturbed areas to a minimum depth of six inches." However, the Soil <br />Conversation Service recommends that "During mining operations 10 to 12 <br />inches of topsoil should be stockpiled for later use in revegetation <br />measures." The operator should plan to salvage and replace all <br />available topsoil at the site, which appears to be 10 to 12 inches <br />total depth. Furthermore, the staff has been informed that Moffatt <br />County rangelands frequently experience windy conditions. The staff <br />recommends that topsoil stockpiles be placed in elongate piles which <br />are parallel to the prevailing wind direction in order to minimize wind <br />erosion. Please respond accordingly. <br />2. Will overburden (non-topsoil) be replaced in the pit? If so, to what <br />approximate thickness will it be replaced? <br />3. The Soil Conservation Service recommends that "seeding should be <br />protected from livestock, vehicles, etc. until the plants are well <br />established.
