Martinek, Reclamation Specialist <br />RE: File No. M-79-142, BLM Pit Conversion <br />Adequacy Items <br />The following items must be addressed by the applicant <br />applicable requirements of C.R.S. 34-32-101 et seq. and <br />Regulations of the Mined Land Reclamation Board- <br />in order to satisfy the <br />the Mineral Rules and <br />1. It is apparent that the permit application submitted in September, <br />1986, is a conversion application to File M-79-142. As such, the <br />Permit Number M-86-133 was mistakenly assigned to the file. Please <br />amend your permit file to include only the permit number M-79-142, and <br />delete M-86-133. <br />This mistake was made because the conversion nature of this application <br />was not apparent until a thorough review was initiated. When the <br />operator intends to convert, amend, or otherwise revise an existing <br />permit in the future, please state the nature of the change and the <br />permit number at the beginning of the application, such as in a cover <br />letter. This courtesy will enable the clerical staff to properly <br />process the change, and it will preclude further confusion and <br />inconvenience for both Division and Division of Highways staff. Thank <br />you. <br />Exhibit C - Mining Plan Map <br />1. Please include the locations of all features described in the Mining <br />Plan - Exhibit D. Items not presently shown include the topsoil, <br />overburden, and crushed aggregate stockpile areas. <br />Exhibit D - Mining Plan <br />The operator states that the location of stockpiles will vary as the <br />mining operation progresses over the years." However, pursuant to Rule <br />6.4(c) and (d), "topsoil stockpiles shall be... located in areas where <br />disturbance by ongoing mining operations will be minimized" and that <br />"once stockpiled, the topsoil shall be rehandled as little as possible <br />until replacement on the regraded, disturbed area" The operator needs <br />to plan ahead and place topsoil in a permanent, out-of-the way location <br />for final reclamation. Please submit these plans and include the <br />locations on Exhibit C.
