Wyoming
Fuel is proceeding with the understanding that these
modifications will correct all of the concerns expressed by
the Colorado Mined Land Division and the Office of Surface
Mining (Albuquerque Field Office).
Each of the five temporary sediment control sumps have been
sized to contain the 25-year 24 hour event. Access roads
have been designed into these sediment sumps for easy access
for pumping and removing sediment. It is Wyoming Fuels
understanding that since these structures are below grade,
slope and stability calculations for embankments do not
apply. Most cut slopes are 2:1 or 1:1 to minimize the
extent of disturbed land.
Wyoming Fuel proposes to install berms to channel sheet flow
from disturbed areas into the sumps. Since these berms do
not play a role in containing storm water, Wyoming Fuel
proposes to install these berms according to topography with
minimal height and width.
Wyoming Fuel Company commits to pumping water out of any of
these five sediment sumps and transport the water to either
ponds 4 or 8 when the water reaches the elevation of a 10-
year event. If a large precipitation event occurs, pumping
will occur as soon as roads are passable.
In the design of ponds 4 and 8, weep holes have been
installed to slowly discharge storm waters. Due to the time
delay between the storm and the time involved in pumping the
ponds, the addition of 0.45 acre feet from the refuse belt
will not cause pond 8 to spill over the primary spillway.
