The letters refer to recent <br />conversations with the Division regarding the third-part}j monitoring <br />program at San Luis, its success, and questions about (whether the <br />program needs to be continued. <br />The letter from Ken Kluksdahl proposes that the Division's equirementa <br />for third party monitoring be relaxed to accommodate he approved <br />budget. The letter implies that very little was learned th ough third- <br />party'monitoring, and therefore the mission has been a compliahed. <br />Even though the sampling and analytical protocols were hanged as a <br />result of observations from the third party monitor, I agre in general <br />with Mr. Klukedahl's conclusions, and concur that the prog~ should be <br />terminated as he proposes. <br />Mr. Kluksdahl proposes the following changes: <br />5 third party sampling trips rather than 7; <br />i final report (no final report was originally proposed). <br />Presently, BMRI and RCG/Hagler-Bailly have agreed to cond ct sampling <br />on October 11. With that, the only outstanding trip re ort will be <br />that report for the upcoming trip. (I have received the r ort for the <br />4th sampling trip.) <br />Dr. Maest's letter indicates that there is one outstandin' issue: the <br />analytical problem of accurately measuring WAD and Total c snide. She <br />agrees that a single further sampling trip, trip repo is for the <br />outstanding sampling events, and a final report will ads ately cover <br />the need for third party monitoring. <br />A note on the cyanide analytical problem. I have found this problem <br />prevalent throughout the industry; even the EPA has probl~ms with the <br />analytical methods. With that observation, I do not feel it is <br />
