ENERGY FUELS MINING COMPANY <br />RATON CREEK MINES <br />NOV ABATEMENT RESPONSES <br />MAY 1993 <br />NOV C-93-46 -Failure to submit designs, demonstrations, and/or certifications for topsoil <br />containment ditches, small area exemptions, sumps, and associated conveyance ditches, and <br />Map 12 certification <br />Abatement Step 1 - Submit a Technical Revision for the trailer small area exemption <br />Res~nse: Hydrologic modeling has been completed to evaluate both disturbed and undisturbed <br />area runoff in the subjett trailer and adjacent topsoil stockpile area. Bazed on the modeling <br />results, diversion and collettion ditches and alternative sediment control structures have been <br />designed to address drainage requirements for this area. Drainage design information for the <br />following designed structures accompanies these responses for insertion in the Permit <br />Application document: <br />• Watershed Diversion 5 <br />• Topsoil Containment Ditches TS-1 and TS-2 <br />• Straw Bale Sediment Fences on the lower portion of Ditch TS-1 <br />• Containment Berm on the west side of the trailer area <br />The drainage design information, revised Map 12, Mine Site Water Systems and Refuse Area, <br />a small area exemption request, and a Technical Revision application form together comprise <br />the Technical Revision ('I'R-07) application required for abatement. The noted items accompany <br />these responses for OMLR review and approval. <br />Abatement Step 2 - Submit a Technical Revision for the loadout sumps and ditches, and for the <br />topsoil pile containment ditches <br />Response: The existing Permit Application document contains basic hydrologic design <br />information for the loadout area sumps and ditches on page 616. This information was reviewed <br />and expanded, as appropriate, to incorporate hydraulic and sizing information for the loadout <br />sumps and ditches. Copies of the revised design information accompany these responses as part <br />of the Technical Revision submittal for abatement of NOV C-93-46. <br />Abatement Step 3 - Submit a newly revised Map 12 with proper certification <br />Response: A draft copy of the revised Map 12 accompanies these responses for OMLR review <br />and comment. Given the regulatory review process for technical revisions, the map haz not <br />been certified at this time to avoid the need for multiple map certifications if additional revisions <br />are required. Upon notification of preliminary OMLR concurrence with the proposed design <br />changes, EFMC will certify and provide the required map copies for OMLR's files (Abatement <br />date for submittal of certified map -June 25, 1993). <br />NOV C-93-48 -Failure to obtain approval, prior to construction, of certain structures found <br />on-site. <br />Abatement Steps 1-8 - Submit a Technical Revision providing designs for these culvetts (a11 eight may <br />be in one TRJ, or remove any or all of the culveru <br />
