<br />' RGI X 0454819g <br />Holoam, Int <br />' January 27, 1999 <br />Page 2 <br />' 2.0 BACKGROUND <br />' 2.1 General Site Description <br />' The Holnam Portland Plant (and quarry) is located in the SE 1/4 of Section 17, T19S, R68W, Fremont <br />County, Colorado (Figure 1, Appendix A) which is adjacent to the Arkansas River approximately 22 miles <br />' northwest of Pueblo and five (5) miles east of Florence, Colorado. <br />' The "Plant" currently consists of three (3) long, wet kilns, located on the south side of the Arkansas River, <br />with combined cement production of 850,000 tons per year (tpy). The "affected area" of the quarry <br />' consists of 1400 acres located across the river to the north. Approximately 100,000 tpy of CKD is <br />currently disposed of in onsite landfills in mined portions of the quarry (See Figure 2, Appendix A). In <br />' addition to the CICD, sludge from the nearby Fremont Sanitation District wastewater treatment plant is <br />added to the landfill as daily cover. The sludge also serves as a means of dust control. The site is <br />currently operating under a mining permit obtained from the State of Colorado. The mine reclamation <br />plan states that CKD will be used for mine reclamation. Under Colorado Solid Waste Regulation IA1.3.7 <br />' CKD is exempt from regulation for facilities that currently have mining permits, therefore, the site does <br />not have a solid waste permit for landfilling CICD. <br />Cut 6, located in the south-central portion of the mine, was recently used for landfilling the CKD. Ground <br />' water monitoring wells (MW-I,-2,-3, and -4) were installed in the bottom of this cut in 1991 (see Figure <br />' 2). These wells were installed by the Fremont Sanitation District to evaluate the potential impact of the <br />sewage sludge disposal on the local ground water. Wells MW-1, -2, and -3 were installed in the western <br />' half of Cut 6 which was subsequently backfilled with mining waste/overburden (i.e., Smoky Hill <br />Limestone). Well MW-4 was installed in the eastern half of Cut 6 which was subsequently filled with <br />' CKD/sludge. As the cut was filled, the monitoring well casings were continually extended above the <br />ground surface.
