The first 13 comments in this letter follow the format of
the Division's November 25, 1998 adequacy letter for Technical Revision No. 2, since those
issues in TR-02 were transferred to TR-07. Additional comments concerning the Longwall
mining plan follow the 13 comments.
MAPS
For the sake of clarification, please modify proposed revised Map 23, Water Rights
Location, to show the areal extent ojal! of the various irrigation ditches and canals thnt
are listed. As an example, it is not clear how close the Hubbard Creek section of the
Deer Trail Ditch comes to the proposed underground mining.
The operator has stated that future revisions will contain this requested information.
Since there are no water rights within the permit area boundary, the operator feels that
this request is not pertinent to this technical revision.
The Division believes that this information is important to this revision. For instance, it
is important to know where the various irrigation ditches are in light of the statement on
proposed revised page 2.04-36 that "The quality of water in the Deer Trail Ditch, Blue
Ribbon Ditch, Majnik Ditch, Mayes Ditch, Stephens Ditch and the Terror Ditch could be
adversely affected by mine-water discharge." Without an accurate map, it is unclear how
to protect these irrigation waters from contamination. The Division requests that Bowie
modify Map 23 to show the areal extent of all of the various irrigation ditches and canals.
