Final designs and <br />constructions drawings must be included within the permit application <br />documents." <br />Cotter Response <br />See drawings prepared in conjunction with Appendix E-4. <br />Pendleton Comment (3) <br />"On pages 23 and 24 of the report, the applicant's consultant observes <br />that a portion of the southern end of the existing east waste pile is <br />unstable under wet conditions and "the removal of the waste pile material <br />from s]opes of this grade (or steeper} is a necessity." The applicant <br />should be required to specify exactly which portion of the existing east <br />• waste pile this statement is intended to characterize. Further, the appli- <br />cant should be required to include Specifications far prompt excavation <br />and redeposition of the affected waste materials within the permit <br />application document." <br />Cotter Response <br />See drawings prepared in conjunction with Appendix E-4. <br />Pendleton Comment (4) <br />"On page 25 of the report, the appTicant's consultant recommends ghat one <br />or more intermediate terraces be constructed on the faces of the ~oaste <br />piles, in order to facilitate access to the relatively steep 2;1 <br />(horizontal to vertical) slopes for future reclamation purposes. The <br />apparent surplus material storage volume of approximately 63,000 ~:ubic <br />yards would allow for the provision of some terraces without loss of <br />necessary waste accommodation. <br />On page 27 of the report, the applicant's consultants discuss the possible <br />consequences of erosion of the piles' toe as the result of a probable <br />maximum flood event on Ralston Creek. The stability analysis performed <br />supports the consultants' contention that, during such an event, a large- <br />scale catastrophic pile failure is not expected to occur, but rather <br /> <br />
