6.4.3 EXHIBIT C -Pre-mining and Mining Plan Maatsl of Affected Lands <br />A list and map of all immediately adjacent and nearby owners of record is presented in this <br />section. <br />The name and location of all creeks and roads aze shown on the Index Map presented in Exhibit <br />B. The Index Map is a portion of the Redvale, Colo. 7.5 Minute Quadrangle Map, Township 45 <br />North, Range 14 West, N.M.P.M. <br />There aze no known oil and gas wells in the vicinity of the permit azea. <br />There is a 69 kV power transmission line which runs in a northwest to southeast direction across <br />Phase I and Phase III of [he mining azea. The power line is owned by San Miguel Power <br />Association. San Miguel Power Association has provided [he Operator with design requirements <br />to be included in the mining plan for this size and type of transmission line. An undisturbed area <br />around each pole of a diameter of at least 20 feet with slopes developed at 2h: lv is provided in the <br />pit design. Aground cleazance restriction of 23 feet (adjusted for voltage and altitude) under the <br />power lines is also met in the mining plan. These measures will assure that the integrity of the <br />power line is not jeopardized by the mining operation. <br />A paved county road parallels the gravel pit to the north. A 200 foot buffer zone between the road <br />and the pit disturbance is incorporated in the mining plan. This buffer zone will offer sufficient <br />protection to the county road from the effects of the mining operation. This 200 foot buffer <br />additionally satisfies the requirements of Rule 6.4.19, Exhibit S. This buffer will be further <br />evaluated and may be reduced in accordance with Rule 6.4.19, Exhibit S. <br />A lazge irrigation ditch, know as the Gurley Ditch, bisects the permit area in a northwest to <br />southeast direction. The Operator and the Owners of the Gurley Ditch entered into a damage <br />waiver agreement that provides for mine excavation within 50 of the centerline of [he ditch and <br />also provides for stockpiling of material within 15-feet of the edge of the ditch. The access road <br />for the gravel pit will cross the Gurley Ditch at points approximately 1600 and 1900 feet southeast <br />of the point where it crosses the Redvale Road. This first crossing will involve the installation of <br />a large diameter culvert and three 12 inch culverts. The second crossing will involve the <br />installation of a large diameter culvert, one 12-inch and one 18 inch diameter culverts. The <br />distance from these crossings to the neazest man-made structures other than the Gurley Ditch is <br />greater than 200 feet. An agreement with the imgation ditch owners to install this culvert is <br />included in Exhibit N. The large diameter culvert will be equal to or larger than the culvert that <br />conveys the Gurley Ditch under Redvale Road. <br />Fence lines, roadways and ponds are called out by owner on the Exhibit C-1 Pre-Mining Map. <br />Headgates which regulate the distribution of water from the Gurley Ditch are identified by owner. <br />Disturbance is maintained at a distance of 200 feet or greater from all structures not covered by a <br />damage waiver agreement. Ownership information concerning these headgates and distribution <br />ditches aze included in Exhibit S. <br />Planned facilities for the Angie Pit are depicted on the Exhibit C-2 Mine Plan. They include a <br />portable screening and crushing plant, sand and gravel wash plant, a tractor trailer type material <br />storage shed, a diesel generator set, crushed rock stockpile footprint and portable sanitation <br />facilities. <br />C-1 <br />
