14. In conformance with Rote 63.4(1), please provide a discussion and conceptual <br />diagram of the hydrologic conditions to be expected within the Cash Mine daring <br />final reclamation, ie: where will.groundwater be located.and at what elevation. <br />It is difficult to answer this question with any veracity given the amourrt of unlmown <br />variables. It is not within the operator's ability to predict a water level, proven to <br />.fluctuate with seasonal and atmospheric conditions. The Applicant refers to the <br />amendment application and responses given previously in this letter. Monitoring of <br />hydrologic conditions will be performed in anticipation of final reclamation and <br />continued re-assessment of expected final conditions. <br />15. In conformance with Rnle 63.4(1), glease clarify whether hydraulic seals or <br />bulkheads will be needed during final reclamation in order to maintain a zero <br />discharge facility. If so, please specify how many wiH be needed, where tbey will be <br />installed, and provide geologic/engiaeeringlnformation needed for design of the <br />structure(s~ The Division also r~uests that yon provide a conceptual design and <br />dimensions (length, width, height) for each structure. <br />The applicant has aheady proposed a plan for this determination and execution. Please <br />refer to the amendment application (D(1)(e) and D(2)) for further details and cost <br />estimates provided by James Beck, PE. <br />16. In conformance with Rate 63.4(2) please grovide itemr~ed costs for each <br />hydrologic control that will be required during mining and/or reclamation in order <br />to maintain a zero discharge facility. Hydrologic controls may include bulkheads, <br />seals, grunt, paste baclc#ills, or additional drilling to create positive drainage of mine <br />water back into the mine workings. <br />The Applicant submits that all controls necessary to maintain a zero dischage facility <br />during mining operations exist. Post mining controls aze discussed in the amendment <br />application (D(Ixe) along with associated costs (D(2)). <br />17. In conformance with role {sic] b3.li, please verify whether applicant holds or <br />will seek a WQCD-NPDES Water Discharge Permit or an EPA-UIC Permit is order <br />to conduct the proposed mining and reclamation operations. <br />The Applicant will acquire all necessary permits for the existing and proposed operatian <br />in timely order. The Applicant refers to Exhibit C -Page 5, Also Exhibit F in the <br />amendment application. <br />
