10. In conformance with Rnle 633(1}(1}, please provide an assessment of the need <br />for underground hydrologic controls within the mine (including pomping} during <br />mining in order to maintain azero-discharge facdity. (As part of this assessment, <br />the Applicant may want to differentiate areas of pre-law workings & groundwater <br />inflows vs. new workings & groundwater inflows}. <br />No hydraulic controls beyond the existing sump at the 3'~ level edit are anticipated in the <br />next 5 years of mine life. 'T'his sump is described above in {5). Should pumping water <br />from underground workings be deemed necessary due to unusually wet weather or some <br />unforeseen event, the water rights to this water will have been obtained, allowing the <br />consumptive use of the water. Again, MRV refers to the amendment application. <br />11. If underground hydrologic controls are needed, as identified in Item 10 above, <br />please provide a plan which will be used during the mining phase of the operation to <br />de#ermine is (sic) there is a hydrologic connection between groundwater and surface <br />water, aad resulting springs or seeps (visible surface expressions of emerging <br />groundwater). <br />"1'he Applicant has stated that no controls are needed. No connection exists between <br />groundwater and surface water that the Applicant or the land owners are aware of. Any <br />springs or seeps aze merely shallow subsurface flow of surface water, not groundwater. <br />i2. Im conformance with Rule 5.6.{1)Ig), please describe the nature of any <br />improvements or upgrades planned for the existing County Road (or any other <br />existing roads} to facilitate are haulage from Mount Royale Adit l~io. 1 to Gold kIil- <br />Mill Flease clarify whether prior approval from Booklet County will be realuired <br />and provide engineering details of the planned changes, including drainage controls. <br />No improvements or upgrades to existing roads are planned. 141RV is permitted under the <br />Boulder County Land Use Code to maintain the site roads as necessary. Mairrtenance <br />will be limited to the minimum required to ensure environmental protection (ie. storm <br />water drainage) or to meet Federal safefiy requirements. Drainage controls are described <br />in the Storm Water Management Plan. <br />13. In conformance with Rule 6.33(1)(x), please verify if there will be any changes <br />to the existing Blasting Flan ire order to carry out the proposed mine plan for edit <br />production. <br />The planned use of explosives is described in }~;xhibit C (1) (o) of the amendment <br />application. There is no substantive departure from the existing plan. During December <br />of 2004, AI Amundson, PE of the Division completed a review of a blast at the site, <br />concluding that a safe distance would be any distance greater than 247 $. from the blast, <br />for a typical round. No structures, other than the Applicants and Xcel Energy power <br />pales exist within I(1t30'tl of the area. An agreement with Xcel Energy regarding the <br />power poles has been submitted to the Division in Exhibit L of the application. <br />
