without ambiguity. What is the topsoil redistribution plan at the service area and the <br />office area? Do these areas receive topsoil? If so, where are the piles, what are their <br />volumes, and what are the disturbed areas associated with these areas. <br />If the Jeff Canyon haul road will not be downsized, the appropriate cost estimate pages <br />should be modified. This would result in a bond reduction, since it would be a change in <br />the reclamation plan that reduces the cost estimate, not reclamation work performed. <br />The cost estimate should retain tasks necessary, such as grading of the berm and <br />drainage work, as necessary. What is the disposition of the topsoil piles along the <br />Lorencito Canyon road? If these are not need for the road downsizing, they would be <br />available for respread elsewhere on the disturbed area. <br />Rule 2.06.8 Operations on Alluvial Vallev Floors <br />2. As you know, the coal loadout is located on an area determined to be an alluvial valley <br />floor. The reclamation plan calls for the return of this area to the pre-mine land use of <br />irrigated pastureland. Significant quantities of material were removed and stockpiled in <br />the large topsoil stockpile at the loadout. As shown in the photograph previously <br />forwarded to you, at least three feet of material was stripped from this area. This topsoil <br />is dedicated exclusively to this area to the extent that the grade of the irrigated field is <br />restored. Removal of coal and/or spoil material is necessary to the extent that all <br />material stripped is returned to the original location. Please see the enclosed <br />photographs. <br />Ultimately, the revised information from TR-12 should be in enough detail to determine <br />whether or not all disturbed areas receive topsoil, if so to what depth, where this topsoil <br />will come from, and the estimated cost to conduct this work. The assumption should be <br />that none of the topsoil work has been completed at this point.
