reports be included in the Annual Reclamation Report submitted in February of the fifth <br />year following seeding. Please consider revising this reporting commitment. This is <br />addressed on page 4.4-24 in the current permit, and page 4.4-21 in the revised pages. <br />Section 4.4 has been revised to indicated that interim sampling will be submitted to the <br />Division as part of the Annual Reclamation Report submitted in February of the fifth yeaz <br />following seeding. <br />I5. Now that reclamation of the mine site is essentially complete, we would suggest that <br />P&Mconsider adding a reclamation map to the permit to illustrate the history of <br />reclamation world the distinctions of reclamation success standards, and the delineation <br />of vegetation sampling requirements. It would probably be helpful to have one map <br />which clearly indicates: <br />a. the locations of areas where different topsoil methods were used <br />b. the locations of areas which were revegetated in different years (and which areas <br />were seeded or non-seeded). <br />c. the locations of areas where different reclamation success standards are <br />applicable. <br />d. the boundaries of property ownership on West Ridge, for topsoil replacement <br />requirements. <br />Exhibit 4.4-2 has been added to the permit application to depict the items listed <br />above. <br />16. Appendix 2.4-B contains a discussion of statistical analyses to be used in evaluating the <br />success of revegetation at the mine. The Division's 1995 bond release guideline includes <br />discussion of statistical procedures which the Division recommends be used to satisfy the <br />regulatory requirements for success demonstrations. There are two points in the <br />appendix we would suggest P&Mconsider revising to be more congruent with the <br />recommendations in the guideline. <br />a. The t value in the sample adequacy calculation on page 2.4B-1 should be the t <br />value for aone-tailed test with (n-1) degrees of freedom. <br />Appendix 2.4-B has been revised to be consistent with the recommendation in the <br />CDMG guideline. <br />b. The Division recommends use of an alternate "sample adequacy formula" when <br />sample means are less than reference area means, and statistical testing is <br />required. The alternate formula ensures that sample size is adequate to detect a <br />
