parts of West Ridge would be as much as l9 and 20 years old. The <br />vegetation sampling plan should include some provision for differentiating <br />between 10 and 20 year old vegetation communities, if they turn out to be <br />significantly different at the time Erna! bond release is considered. <br />Section 4.4 has been revised to include a vegetation sampling plan. The <br />plan discusses the potential need for subdividing the area to reduce <br />variation and achieve sample adequacy due to the possible wide variation <br />in vegetation establishment over the entire West Ridge azea. <br />b. Moffat Area <br />Four different years of revegetation efforts are present in the Moffat area. <br />Significant differences in vegetation establishment have been observed by <br />P&M in the Ro[oclear topsoil areas which were not seeded. It would seem <br />prudent to continue monitoring these areas separately, with a minimum <br />number of transects for each year. <br />The Moffat azea will fall under a single set of revegetation success criteria. <br />Section 4.4 has been revised to discuss the potential need to sub-divide <br />this reclamation block into two or more pazcels for revegetation <br />monitoring purposed due to the variation which may exist from the <br />different reclamation efforts. <br />ii. All vegetation sampling plans jor the Moffat area need to include <br />estimating the number of woody stems. <br />Section 4.4 has been revised to include estimating woody stems in the <br />sampling plan for the Moffat azea. <br />iii. Due to the different success standards, the physical separation, the <br />different land ownership, and the range of years during which they were <br />reclaimed, the Division recommends that the topsoiled area in West Ridge <br />and the Moffat area be treated as separate bond release blocks for <br />purposes of vegetation sampling designs. <br />It is P&M's intention to treat the topsoiled azeas of West Ridge and Moffat <br />azea as sepazate bond release block azeas for vegetation sampling. Section <br />4.4 has been revised to include a discussion of a sampling strategy for the <br />various azeas of the permit azea. <br />14. The Edna permit presently indicates that reports with results of interim vegetation <br />monitoring will be submitted to the Division by July 31 of the fifth year following <br />seeding. In order to allow sufficient time for review of the reports and any remedial <br />actions which might be suggested as a result ojthose reports, we would suggest the <br />
