Lochhearl
Executive Direcla
Michael B. Lnng
pivixion Director
I have reviewed the amended bond release application received in
our office on March 20, 1997, to evaluate the extent to which
adequacy items addressed in my January 30, 1997 memo were
addressed. The following items correspond to the concerns
identified in that memo. In summary, my concerns were adequately
addressed, with one exception relating to AVF production sampling
specified in Item 6.
Also, note that the document indicates that the field bindweed
infestations which occur on portions of the East Pit and the 1991
AVF area will be treated beginning this field season. I assume the
weed control plan in the permit will need to be revised to
accomodate this.
If bindweed was included in the production data, I would recommend
that phase 2 bond release not be granted for the 1991 AVF area.
For the remaining areas, I believe the vegetation data and site
inspection, along with the commitment to manage the bindweed,
indicate that vegetation criteria for phase 2 bond release have
been met.
Call me if you have any questions.
1. Information regarding management practices incorporated as
requested. Includes commitment to revise permit to include field
bindweed control in weed management plan.
2. Parcel acreages provided as requested. Sampling intensity
ranged from a low of .33 samples per acre on larger units to a high
of 3 samples per acre on smaller units. Relatively small sample
sizes appropriate in light of acreages involved.
3. Commitment included to treat apparent infestations of field
bindweed, which apparently have not previously been identified as
a problem at the site.
