SUM 0 8 1.998 <br />Exhibit D -Mining Plan <br />This is an atypical upland deposit described by the U. S. Geological Survey as: "Quaternary <br />sedimentary (glacial) till alluvium and gravels". The property encompasses this entire local <br />deposit. The aggregate is similar to floodplain deposits, but is located on top of the mesas on the <br />property. Tests and experience indicate it is of high quality, acceptable for state highway work as <br />well as FAA airport projects. It also exceeds all concrete specifications. The present pit has been <br />excavated to a depth of 10' to 20'. This aggregate volume will allow the operator to have a long <br />term operation. <br />A. Mining Methods <br />The permitted deposit will be mined as a open pit bench deposit. The overall mine plan is to mine <br />the available aggregates by lowering the mesa top equal to the deposit thickness. The final mine <br />reclamation plan will result in the mesa top being lowered 10' to 20' in a uniform manner over the <br />entire disturbed area. Back slopes will be established at 3:1 or shallower to promote <br />Revegetation of the site. The mine plan is divided into 2 Phases. Phase I is considered the <br />"Front" phase and Phase II is considered the "Back" phase. <br />Phase I <br />Phase I will result in lowering the mesa top to a floor elevation of near 20ft below the current <br />topography Phase 1 will encompass a total permit area of 79.7 ac. The floor of the Phase I <br />mined area will account for 73.4 ac. of this total. The actual mining of Phase I will be <br />accomplished in three subphases Phase la, Ib and Ic. These subphases are intended to promote a <br />logical movement of excess overburden and topsoils. Phase la will begin with mining out the <br />existing BLM lease area pit to the southeast. the east side of the BLM lease area will conclude <br />with a 3:1 slope. The south side of the BLM lease area where the pit daylights along the mesa will <br />conclude with a berm of minimum dimensions of 10 ft wide by 3 ft high to maintain stormwater <br />containment. In total phase la will disturb approximately +/- 9.2 ac. with 0.1 ac. in 3:1 slopes and <br />9.1 ac. in floor area. <br />Phase Ib will develop the west side (Old Nucla Pit) of the pit as Phase Ia comes to close. <br />Concurrent operation in both phase Ia and Phase [b will allow excess overburden and topsoils that <br />are excavated during Phase Ib to be permanently placed on the slopes established in phase la. <br />Additional excess overburden and topsoils encountered during Phase Ib will be stockpiled within <br />the disturbed area boundary. In total Phase Ib will disturb approximately +/- 30.1 ac. with 1.4 ac. <br />in 3:1 slopes and 28.7 ac. in floor area. <br />Phase Ic will develop the southeast side of the pit and will begin as Phase Ib comes to a close. <br />Concurrent operation in both Phase Ib and Phase Ic will allow excess overburden and topsoils that <br />are excavated during Phase Ic to be permanently placed on the slopes established in phase Ib. <br />Additional excess overburden and topsoils encountered during Phase Ic will be stockpiled within <br />the disturbed area.
