-2-
0 4

/6
/-/
~' S
Tailings Cyanide Detoxification:
Status: Ongoing - BMG is complying with all Board Ordersiand the
permit in regard to tailings pond and collection pond water cyanide
concentrations. The effluent from the tailings under drain ~ystem still
requires additional treatment to achieve compliance in the c llection
pond. The tailings placed during the period of non compliange still
require further detoxification.
Progress: BMG is detoxifying their plant tailings slurry u ing the
INCO cyanide destruction circuit which began to function pro erly
approximately November 15, 1992. The company is meeting c liance
requirements for concentrations of wAD and Total Cyanide at alll process
water monitoring sites.
BMG is meeting compliance requirements for cyanide in the collection pond
by treating this water with hydrogen peroxide as it flows in o the pond
from the tailings dam under drain system. This treatment wi 1 continue
until the tailings are detoxified to the point that water fl ing to the
collection pond meets permit standards and hydrogen peroxide treatment ie
no longer needed.
Leak Detection System Effluent Containment:
Status: Satisfied - BMG has committed in a letter dated Aril 16,
1992, to repair the primary liner if a leak is detected.
Explanation: The leak detection system referred to in tement
requirement no. 5 is the system in place at the collection p d below the
tailings ponds. If leakage exceeds EPA allowable limits, BMG would be
required to repair the primary liner.
Cyanide Detection. Interception. Containment and Remedial Tre~tment:
Status: In Review Process.
Procress: The review of Technical Revision No. 8 (Additiona~MOnitorin9
Wells) has been completed by the Division. An approveable fo of
TR No. B with five conditions was proposed to BMR. Ann Baldr ge has
indicated that BMR wants to meet with the Division and discus some
changes to the Division's proposal.
Modification of Ore Processing Methodolocrv:
Status: In Compliance.
Proorese: BMG has submitted technical revisions and obtains approval
prior to implementation of all significant changes to its ore processing
methodology which to date have only been related to tailings ante stream
treatment.
Modification of Tailings Area Reclamation Plan:
Status: In Review.
Procress: On May 13, 1993, BMG submitted a Reclamation Evaluation in
which they have evaluated the tailings chemical constituents o determine
whether or not changes to the reclamation plan are warranted. BMG has
determined that a revision or amendment to the reclamation pl$n is not
necessary. The Division is reviewing BMG's report and it is ~ ticipated
that a response will be made by August 31, 1993.
/9. Amendment of Environmental Monitoring Plan:
Status: Completed. BMG revised its Environmental Monitoring Plan
with Technical Revision Nos. 6 and 10 which have been approved and are
being implemented.
