Ms. Susan Morrison <br />August 16, 1991 <br />Page 4 <br />A discussion on the fish and wildlife in the area is available in Sections 1[.G and II.H of the <br />permit. <br />No additional impact is expected to occur to downstream fisheries due to the mining related <br />water consumption in the lease area. <br />Impact of surface subsidence to terrestrial habitats will be insignificant since formation of <br />extensive or conspicuous surface irregularities is not predicted. <br />Bald eagle, whooping crane, or peregrine falcon populations would be subject to no conceivable <br />impact. Prairies dogs (hence black footed ferrets) and burrowing owls are not known to inhabit <br />in the lease area. If prairie dogs are found and impact to the burrow system is determined to be <br />unavoidable, formal surveys to determine the presence or absence of black-footed ferrets will <br />be conducted and mitigative action will be taken in advance of disturbance. <br />A habitat recovery and replacement plan for protection or enhancement of the affected species <br />population will be developed on consultation with the BLM, CMLRD, OSMRE, and CDOW. <br />Section II.F of the permit discusses the area vegetation. About 19 acres of the vegetation may <br />be removed for the access to and drilling of some holes. However, the impact to vegetation <br />would be insignificant once the disturbed land is reclaimed and revegetated. <br />~Sil <br />Section II.I of the permit discusses the azea soil. <br />The subsidence will cause some settling of up to five (5) feet and may cause cracking of the soils <br />at the surface. This should be a minute impact since natural processes would tend to reclaim the <br />disturbances. <br />The access roads and drill areas for the construction of the degasification wells will cause new <br />surface disturbance of up to 19 acres in the lease application area and the Red Wash Tract. All <br />roads, well areas, and associated disturbances will be recontoured and revegetated before <br />abandonment of the location. Some soil erosion could take place until these azeas are stabilized. <br />Overall impacts will not be significant. Reclamation plans will be established at the time site- <br />specific drilling and mine plans are submitted. <br />
