RECOMMENDATIONS: <br /> 11 . Inasmuch as we have never disposed of any cyanide <br /> contaminated or other chemical solutions and slurry into the <br /> existing tailings dam or onto any other areas we agree to comply <br /> with this request. Prior to the inspection, we were disposing <br /> of neutralized , detoxified ore pulps from the laboratory into <br /> the tailings pond. We have had samples of this material analyzed <br /> and the total free cyanide content was below the limits of detect- <br /> ability. <br /> 52 . We do not believe we are conducting operations <br /> in such a manner that we should be required to amend our permit. <br /> A technical revision should be sufficient especially in light <br /> of the fact that we are going to submit a major amendment by <br /> mid 1985 to cover expanded mining and milling operations . We <br /> emphasize that we are not using a cyanide process. We are only <br /> conducting laboratory research and testing with cyanide solutions. <br /> This is an opportune time to also discuss the Memorandum <br /> of Understanding entered into between the Bureau of Land Management <br /> (BLM) and the Mined Land Reclamation Division (MLRD ) on July <br /> 16, 1984, the date of the final signature. It is with disappointment <br /> that we note that the Memorandum is not being implemented by <br /> your agency. Our operation is being conducted on federal land <br /> administered by the BLM. The BLM was neither informed nor asked <br /> to participate in the inspection. The Division has not supplied <br /> the BLM with a copy of our technical revision submitted November <br /> 7 , 1984 , the Division ' s correspondence with us, or a copy of <br /> the inspection report . Because we feel it important for the <br /> BLM to be aware of our situation, we have taken the responsibility <br /> upon ourselves to furnish this information to the BLM . The <br /> BLM personnel who monitor our operation are responsible, informed <br /> people whose input and suggestions are valued by us. <br /> As a responsible and conscientious operator, we support <br /> the Division ' s efforts to insure that all mining operations <br /> in the state are conducted in a safe , environmentally sound <br /> manner. We share a common goal in assuring that our operation <br /> does not endanger the health and welfare of the public. <br /> "Cyanide" much like "uranium" and "nuclear power " <br /> is a buzz word which causes great fear and anxiety among the <br /> misinformed public. We should acknowledge and respect the public ' s <br /> concern and apprehensions but we should not let fear and ignorance <br /> dictate regulatory compliance. <br /> 4 <br />
