It was <br />estimated this would cost $10,000 to $20,000. Susan Mowry <br />of the Division stated she needed to have a complete permit <br />of some form on the shelf for public inspection. Craig <br />Springer of Bear Coal Company conceded that the permit was <br />in disarray and needed to be put in some form for easier <br />review, but that the form that the Division wanted would be <br />much too expensive and some other method needed to be <br />determined. <br />Eldon Strid of ACZ INC. recommended that we try a <br />"cross-reference" approach whereby a chronological listing <br />of events would be incorporated into the permit which would <br />specify where in the permit each item could be found (i.e. <br />revisions, responses, etc.). Also, revisions and responses <br />would be placed in the permit in the proper section, where <br />possible, (i.e. responses to subsidence would be placed in <br />the section of the permit which deals with subsidence). <br />Where additional data has been provided, Bear Coal Company <br />will add this information as exhibits to the document. The <br />"cross-reference" or index will be located at the beginning <br />of each permit so that the reviewer can determine where the <br />information is located within the document. Bear Coal <br />Company will also develop separate documents for Bear Mine <br />No. 3 and Bear Mines No. I and 2. Susan agreed that she was <br />willing to try this method. It was also pointed out that a <br />representative of Bear Coal Company, probably Dan Keuscher <br />of ACZ INC., would be working with the Division to make sure <br />that the approach used would be acceptable. <br />• A.2 <br />Bear Coal Company agreed to supply an updated, precise, <br />legal description of the Bear No. 3 Mine as well as the Bear <br />No. 1 and No. 2 Reclamation Areas. A separate description <br />will be provided on the area of Bear No. 1 and Bear No. 2 <br />currently utilized by the West Elk Company (ARCO), as well <br />as that area which Bear Coal Company has reclamation <br />responsibility. <br />• B.1 <br />Bear Coal Company had received initial approval on their air <br />emission permits and will contact the Department of Health <br />for an inspection to obtain final approval. <br />
