Phis environmental assessment is essentially an update <br />of the original environmental assessment completed in 1987. <br />It is my decision to implement the Proposed Action and extend the contracts for the sale of <br />mineral materials at the Red Canyon Quarry through the life of the mine, subject to the Colorado <br />Division of Minerals and Geology (CDMG) and Fremont County permits now in effect. Issues <br />that arose in [he analysis from the mining on Federal mineral estate were focused on the Mexican <br />spotted owl habitat about 1.5 miles to the north. It was determined that continued mining of the <br />Federal mineral estate would have no effect on the owls or the constituent elements of their <br />habitat. The impacted area on Federal mineral estate is not expected to grow outwardly, only <br />deeper into the existing pit. No additional vegetation disturbance is anticipated on the private <br />surface estate overlying the Federal minerals. The terms and conditions of the CDMG and <br />Fremont County permits are considered to be adequate to cover BLM's concerns.
