BASIS b PURPOSE
This regulation was promulgated to fulfill , in part , the Board's
statutory responsibility to find that a proposed mining and recla-
mation plan would minimize the disturbance to the hydrologic
balance.

The Board deleted this regulation because it has been rephrased and
incorporated into RULE 2. 12(7) (d) .

BASIS b PURPOSE
The Board found that the deleted language only served as examples of what
could be required. It provided no specific regulatory language; therefore
was deleted.
(11) Exhibit K - Climate
BASIS E PURPOSE
The Board found that in many cases information from the nearest weather
station was not always relevant to the specific area being mined in terms
of elevation, precipitation patterns , total rainfall , etc. Therefore, it
was deleted. The Board determined that its staff can obtain this informa-
tion directly from the weather stations.

BASIS 6 PURPOSE
RULE 2. 12( 13) - The Board found that this was not specifically a part of /�
an initial application submittal , but was necessary prior to Board permit �
application evaluation and approval . The Board rephrased and transferred
this information requirement to a new location in the regulations. (See
RULE 9.)
