operator is advised to conferoh the appropriate <br /> State agencies for assistance (e.g. , Soil Conservation <br /> Service, State -Engineer, Division of Wildlife, etc. ) or <br /> other qualified persons in preparing such statements and <br /> provide factual information sufficient to substantiate <br /> the proposed measures , <br /> (10) A reclamation plan addressing the measures to be taken to <br /> comply with the applicable provisions of Rule 6. In <br /> preparing the reclamation plan , the operator should be <br /> specific in terms of addressing such items as final grading <br /> (including drainage) , seeding, fertilizing, revegetation <br /> (trees , shrubs , etc. ) , and topsoiling. Operators are <br /> encouraged to allow flexibility in their plans by <br /> committing themselves to ranges of numbers (e.g. , <br /> 6" - 12" of topsoil ) rather than specific figures. <br /> The plan shall include descriptions of the following : <br /> (i) Final grading - specify maximum anticipated slope <br /> gradient or expected ranges thereof, <br /> ( ii) Seeding - specify types , mixtures , quantities , and <br /> expected times(s) of seeding and planting, <br /> (iii) Fertilization - if applicable, specify types , <br /> mixtures , quantities and time of application , <br /> (iv) Revegetation - specify types of trees , shrubs , etc. , <br /> quantities, size and location , <br /> (v) Topsoiling - specify anticipated minimum depth or <br /> range of depths for those areas where topsoil will <br /> be replaced, <br /> 111 (3) (g) (I1 ) The terms of the governmental contract which make a <br /> special permit necessary, and <br /> 111 (3) (h) (12) Evidence of surety provided under the governmental con- <br /> tract , if required. <br /> I11 (2) (c) 4. 12 Fees <br /> The fee shall be two hundred dollars plus fifteen dollars per <br /> acre affected. <br /> HIM 4. 13 In the case where a governmental subdivision . acting as an <br /> operator, requires a permit solely for the purpose of mining <br /> construction materials for the construction of public roads <br /> under a contract with the State Department of Highways , or <br /> otherwise, the governmental subdivision shall be exempted from <br /> the fee and surety requirements. In the case where an operator <br /> requires a permit solely for the purpose of mining construction <br /> materials to fulfill a contract with the State Department of <br /> Highways , he shall be exempted from the requirements of paying <br /> a fee. <br /> r � <br /> - 30 - <br />
