Pages 4-46 and 47 include a discussion of plans for replacing topsoil and testing <br />substitute topsoil material where topsoil is not available for redistribution. These <br />pages should be updated to explain where topsoil was redistributed and to what <br />depth(s). Results of lab analyses of topsoil substitute material, and the location of <br />those samples should also be included in the permit. <br />For you (in no particular order): <br />1. I have a boilerplate mid-term review document from the soon-to-be-released <br />handbook which you should use for your starting point. Let me know if you don't <br />have access to one already. Also, I do need to review your document before it goes <br />out. <br />2. The PAP in your office does not contain Appendix 3-V which is the vegetative <br />baseline data. The PAP on the public shelves does. <br />3. The cover letter with our bond release denial advised Stover not to remove the <br />ponds, even though removal of [he ponds was previously approved. We did that <br />because we thought he might have to disturb some of the reclamation to reseed. If <br />the veg is coming along, as it seems to be, we should start pushing Stover to remove <br />the ponds. Would you ask him if he is planning any veg sampling this year? If he <br />is not, we might take a close look ourselves, and see if the diversity is increasing, and <br />if we think its time to get rid of the ponds. <br />4. The same letter (as #3) reminded Stover that the Mine 1 portal needed to be closed <br />up. I know you're planning to address this. Let me know how you want to approach <br />this. <br />5. The same letter advised Stover to submit an MR addressing reclamation of the road <br />to the portal (I presume it was supposed to say to the Mine 1 fan). If he has not <br />done this yet, we should require it with this mid-term. <br />6. I didn't look to check but, if there are any maps in the PAP still showing the loadout <br />in the permit area, they should be revised or removed. <br />m:~coal~Ipr~nMmtr <br />
