Long <br /> / Division Director <br />RE: North Thompson Creek Mine Mid-term Review <br /> C-81-025 <br />I reviewed information related to topsoil and vegetation in the North Thompson Creek PAP <br />(Sections 3.8, 3.9, 4.4.2.4, 4.4.3.3, Appendices 3-V and 3-W), the 1994 Annual Reclamation <br />Report, the Division's 1993 Findings document, and the 1993 Phase II bond release request <br />for the mine site. Here are some points Minrec should revise or update in the PAP, as well <br />as some helpful hints for your mid-term review. <br />For Minrec: <br />1. Page 3-123 mentions the 56 acre reference area originally approved for comparison <br />of vegetative success. Since this reference area was superseded by an extended <br />reference area (TR-14), mention of the 56 acre reference should be deleted. <br />2. The vegetative baseline data for the loadout in pages 3-128 through 3-132 could be <br />dropped from the permit, since the loadout is no longer part of the permit area. <br />Discussion of loadout reclamation in pages 4-85 through 4-94 could also be removed. <br />(BARB- If this is not consistent with what you're telling him to do with loadout info in <br />the PAP, forget it.) <br />3. The discussion of the interim reclamation plans in pages 4-42 through 4-47 could be <br />removed from the permit since the results of that work have been replaced by the <br />permanent reclamation. <br />4. Page 9 of Appendix 3-W contains a reference to the old diversity standard on page <br />4-64. Page 4-64 now includes the currently approved diversity standard. Page 9 of <br />the appendix should be revised. <br />5. Although use of an extended reference area in the mountain shrub community <br />adjacent to the mine was approved in TR-14, there is no map in the permit showing <br />the location and extent of the extended area. Please include a map indicating the <br />
