Long <br />Division D~reaor <br />RE: TELEPHONE LOG -West Elk Mine - C-80-007 <br />At approximately 4:15 p.m. (today), I spoke with Norm Avery and Christine Johnston via <br />telephone. <br />• Norm stated that the mine staff had a meeting scheduled with Scot Anderson, but that <br />meeting had been canceled and they had been waiting to submit permitting information until <br />after they spoke with Scot. <br />• Nonn stated that permitting and violation related materials would be submitted to us by <br />July 17, 1996. <br />• Norm stated that all soil materials had been moved from the refuse pile benches. <br />• Norm stated that soil has been placed on the west flank of the refuse pile as reclamation. <br />The soil is banned at the top of the slope, and as refuse is placed in additional lifts, a refuse <br />berm will be used to keep refuse away from the soil. <br />• Norm generally described the drainage scheme at the pile top and on the refuse pile bench. <br />• Norni stated that there is still a ramp to the lower bench. <br />• Norm stated that topsoil has been placed on the unpennitted east pile. The current ground <br />configuration now includes a small subsoil pile to the southwest (refuse pile top), a small <br />topsoil pile to the northwest (refuse pile top) and the large unpermitted pile to the northeast <br />(refuse pile top). <br />• Norm stated that they laid a subsoil "bridge" about 3 to 6 inches deep along the refuse pile <br />surface from the northwest topsoil pile to the unpermitted east topsoil pile. They are using <br />a dozer to push the western topsoil across this path to the eastern pile. I stated that this was <br />not approved and might result in unnecessary loss of soil. Norn) stated that he understood <br />my point. Nonn stated that the dozer was being used to move the small topsoil pile since <br />last night. <br />
