De
Colorado Mined Land Reclamation Division pt.cfNaturalResourczs
423 Centennial Building
1313 Sherman Street
Denver, Colorado 80203
Dear Bob:
The following responds to Part III of CMLRD's Mid-Term Permit
Review Report prepared pursuant to MLR's review of Permit C-
007-80 issued to West Elk Coal Company (WECC) for the Mt.
Gunnison No. 1 Underground Mine. Item III of that report
requires that WECC re-evaluate its reclamation performance
bond.
Item III-a requires that if, upon resurveying the topsoil
stockpile, WECC is up to 9,500 cubic yards short of suitable
seedbed. quality material to fully re-topsoil the disturbed
areas at the mine, an additional bond will have to be posted
to cover the cost of importing topsoil, As we discussed this
week, the topsoil stockpile is still under considerable
amounts of snow, making it impossible to accurately resurvey
the pile.~~ ref ore we request an extension of two (2)
months, tcf June to provide you with a re-estimation of the
topsoil availab-le for reclamation, and, if necessary, additio-
nal bond to cover the cost of importing additional topsoil.
Item III-b requires that the performance bond be recalculated
based upon rental costs and not ownership costs (as was done
in Mt. Gunnison's Mining and Reclamation (M&R) Plan) of the
earth-moving equipment required for reclamation work. Tables
4.S.1.A and 4.8.1 .C. of the M&R Plan were revised to reflect
cost estimates based upon renting the necessary earth-moving
equipment.
Item III-b also requires that the assumptions that were used
to develop the demolition costs in Table 4.8.1.6. be provided.
Unfortunately this information could not be located and the
staff which prepared the original estimates are no longer with
our company. Therefore demolition costs were re-estimated
using costs determined from actual demolition costs at other
Anaconda Minerals operations as well as from consultation with
ANICONDA Mlna~b Company n a Dniuon of Atlanu[fl ic~LelOCOmp.nY 4MCO~600p~A ~6-6J~
