TWENTYMILE COAL COMPANY - FOIDEL CREEK MINE
MINOR REVISION MROS-191, MODIFICATION OF MINE FACILITY
DESIGNATIONS AND DISTURBANCE BOUNDARY
TECHNICAL ADEQUACY RESPONSES -MARCH 2005
Item 1. Map 23C. Please add the date of the drawing to the map (the date of response to
this letter or as appropriate).
Response: The map has been revised to include a revision block with map/revision
date(s).
Item 2. Map 23C. Please have a registered engineer sign and date the certification
Response: The map, as submitted, is a compilation of information and does not represent
or reflect specific engineering designs, subject to the certification requirements.
Item 3. Map 23C. Please add to the descriptive notations of areas of disturbance where
the boundaries of disturbance nre depicted at a larger scale [Rule 2.1 D. I (I)J. These maps
should be at a scale of I: 6, 000 or larger. Recommend the same magenta color appear on
the other maps for recognition. Maps 24, all three sheets, might be appropriate.
Response: As discussed with the CDMG representative, it is TCC's desire and intent to
revise and clarify the Surface Facilities and Freshwater Systems Maps (Map 24, Sheets 1
through 3) to make them more readable, and user friendly. In general, this will involve
breaking out specific layers as individual map sheets within a Surface Facilities Map series.
Because this will involve considerable drafting (CAD) work and some field survey
verification efforts, TCC has requested that this effort be deferred and handled in
conjunction with our next Mid-Term review. The more detailed delineation of disturbance
areas would logically be completed as part of this revision clarification effort.
While it would be possible to add the disturbance area shading to the current Surface
Facilities Maps, because these maps aze so cluttered and difficult to read now, this addition
would only make a bad situation worse.
Item 4. Map 23C. Even at this scale, please remove the magenta color over stream and
wetland buffer zones (those areas not permitted for disturbance).
Response: Map 23C has been reviewed and revised, as appropriate, to remove the
disturbed area shading from areas not permitted for, or subject to, disturbance.
Item 5. Map 23C. Add the map legend or otherwise explain the solid green and solid
yellow areas located in the vicinity of the coal loadout area.
Response: The referenced shaded areas were pulled into the map from Map 24 (Sheet 1 of
3), Surface Facilities and Freshwater Systems. On that map, they were shaded to delineate
