Hayes <br />Reclamation Specialist <br />Mined Land Reclamation Division <br />215 Centennial Building <br />1313 Sherman Street <br />Denver, CO 80263-2273 <br />Dear Mr. Hayes: <br />~~~ I~~II~'~~II~~'~~ <br />999 <br />As you know, the Bear Coal Company, Inc., is presently performing <br />development work in the B seam and is also driving access ramp #2 <br />from the C Seam into the B Seam, as is stipulated in our approved <br />Technical Revision (TR-03). <br />This revision allows Bear to drive access ramp #2 into the B Seam <br />at a grade of approximately 16$ for a length of 460 feet. Since <br />beginning this ramp however, we have found a steeper grade of <br />approximately 15$ to be feasible. This was also the case in ramp <br />#4, as it is approximately 175 feet in length rather than the 250 <br />feet which was anticipated. <br />At the time the aforementioned technical revision was submitted <br />to the Diviaion for approval, we anticipated that production from <br />the C Seam would continue until such time as the access ramps had <br />been completed into the B Seam. Unfortunately, the seam thick- <br />ness of the C Seam and the quality of the coal are forcing us to <br />curtail mining activities in the C Seam• In an attempt to keep <br />from losing our coal supply agreements due to this loss of pro- <br />duction, we now must concentrate all of our resources and energy <br />towards obtaining commercial quantities of coal from the B Seam. <br />To this end it is essential that Bear immediately construct a <br />temporary beltline in access ramp #4 which would efficiently <br />transport to the existing C Seam beltline coal which is produced <br />in the B Seam. <br />Since this beltline is a temporary structure it is imperative <br />that work continue towards the completion of access ramp #2. <br />However, once the temporary beltline is installed, we will not be <br />able to transport the development waste generated in ramp #2 into <br />the B Seam as called for in TR-3. <br />1 <br />
