• • PARTI <br />Page 8 <br />Permit No. COG-500000 <br />EFFLUENT LINIITATIONS AND CONDITIONS - STORMWATER DISCHARGE <br />(This section (I.C) applies to all facilities with a dischazge of stormwater.) <br />General Limitations <br />a. Stormwater dischazges from the industrial activity shall no[ cause or threaten to cause pollution, contamination <br />or degradation of any State waters. <br />b. There shall be no discharge of sanitary waste waters from toilets or related facilities. <br />c. No chemicals are to be added to the discharge unless permission for the use of a specific chemical is granted by <br />the permit issuing authority. In granting the use of such chemicals, additional limitations and monitoring <br />requirements may beimposed.. - <br />d. Bulk storage structures for petroleum produce and other chemicals shall have adequate protection so as to <br />prevent any reasonable loss of the material from entering dischazged waters or waters of the State. <br />e. All dischazgers must comply with the lawful requirements of counties, drainage dismcu and other state or local <br />agencies regazding any dischazges of stotmwater m storm drain systems or other water courses under their <br />jurisdiction. <br />2. Stormwater Management Plan (SWMPI <br />A Stormwater Management Plan (SWMP) shall be developed for each facility covered by this section (Patt I.C). The <br />• SW`.IP shall be prepazed in accordance with good engineering practices. (The plan [teed no[ be completed by a <br />registered engineer.) <br />The plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect <br />dte quality of stormwater dischazges associated with the mining activity. In addition, the plan shall describe and ensure <br />the implementation of best management practices (BMPs) which will be toed to reduce the pollutants in srormwater <br />discharges associated with mining activity. <br />Mining operations into[ certify the completion of their SWhIP and must implement the provisions of the SWIVIP <br />required tinder this part as a condition of this permit. The Division reserves the right [o request and review the <br />plans, and to require additional measures to prevent and coturol pollution, as needed. <br />The SWMP shall include the following items, at a minimum: <br />a. Site Map <br />The plan shall provide a site trap or traps which indicate at a minimum: <br />- Mining site boundaries <br />- Access and haul roads <br />- Smrmwater ouffalls and an outline of the drainage azea of each stormwatet outfall <br />- An estimate of the direction of flow <br />- Materials handling azeas <br />- Each existittg structural comrol measure to reduce pollutants in stormwater runoff <br />- Areas used for storage or disposal of overburden, materials, soils or was[es <br />Areas used for mineral milling and processing <br />Springs, streams, wetlands and other surface waters <br />- Location of mine drainage or any other process weer <br />- Boundary of tributary azea the is subject to effluent limitations <br />- Date the trap was prepared <br />
