On Monday August 26, Mike Altavilla phoned the Division to state that Seneca had started <br />the road modification work on RCR 27 and 27a beginning Friday August 23. I was <br />surprised to hear that the work had started because TR-03 had not yet been approved, and <br />no indication was made to DMG during an inspection (August 19 and 20) that work would <br />begin by the end of the week. There were numerous issues that needed to be addressed by <br />Seneca before the Division could approve the revision (Routt County approval, landowner <br />consent, diversion designs, etc...). <br />I was also surprised to hear that RCR 27a was being modified. The operator never <br />informed me that this road would need to be significantly modified to allow for the dragline <br />to pass. It was stated on one occasion that the road ditches may need to be filled in to get <br />the required with of 60 feet. This issue was never brought up in the TR-03 revision, because <br />the Division was not aware that disturbance along RCR 27a would be necessary to walk the <br />dragline. <br />Please see the attached comments by Susan Burgmaier, Janet Binns and Larry Routten <br />regarding past discussions of RCR 27a. <br />c: \wp51 \yoas t\960911 a <br />
