Lochhead <br />E~ecmive Director <br />Michael B. long <br />Division Director <br />Failure to conduct mining operations within the permit area (RCR 27a). <br />Implementing a revision prior to approval (RCR 27). Failure to provide specification <br />and geotechnical analysis on the road cut (RCR 27a). Failure to provide a <br />reclamation plan (RCR 27a). ' <br />The location of the violation is along Routt County Roads (RCR) 27 and 27a. RCR 27 is <br />the main county road where mine roads branch off leading to the Seneca II Mine, Seneca <br />II-W Mine Haul Road and Yoast Haul Road. RCR 27a is the road that leads to the Seneca <br />II Mine Office area. <br />Seneca significantly modified RCR 27a road cut to allow passage of the dragline from the <br />Seneca II Mine to the Yoast Mine. The dimensions of the additional road cut are 25'-30' <br />high, 20' wide and 1,000' long. The operator estimated roughly 10,000 cY of material was <br />removed. This material was being placed along RCR 27 to provide a detour while the <br />dragline crosses the road. The fill dimensions in this area were roughly 15' high, 45' wide <br />and 650' long. This area of disturbance was included in TR-03, but the revision was not <br />approved until September 3, 1996. See photographs for more detail. <br />On August 19 Larry Routten and myself met with Mike Altavilla at the Yoast Mine to <br />specifically discuss the dragline deadhead route revision TR-03. Brad Brown, Chuck <br />McCulloh, and Roy Karo were present to discuss the modification of RCR 27 and a <br />drainage along the Yoast Haul Road. There was a lengthy discussion on site as to creating <br />less disturbance in this area by walking the dragline down the road slope into the natural <br />Swale. There was no mention of road fill in this area. The operator made no indication at <br />that time that RCR 27a would also need to be modified. <br />
