As stated in the original comment, the mud pits at the sites are considered impoundments <br />and, as such, must satisfy Rule 4.05.9(2)(e). The certification must be included in the text of the <br />Permit Application Package (PAP), Volume 11A. The text should describe mud pit <br />requirements and construction and also be included in the forthcoming comprehensive <br />submittal of Volume IIA. Please incorporate the discussion of topsoil treatment in the text of the PAP, Volume IIA. <br />The text should become a part of the forthcoming comprehensive Volume 11A on the <br />methane degas drilling program. <br />The discussion of topsoil treatment will be incorporated in the text of the PAP, Volume 11A.
