Colorado 80203 <br />RE: Southfield Bond Eslimale <br />Southfield Mine -Your File No. C-81-014 • ~~ <br />Dear Mr. Berry: <br />Accompanying this letter is EFCI's bond cost estimate and supporting material for the <br />Southfield Mine and Loadout. This estimate indicates that EFCI's existing bond surety is <br />sufficient to cover reclamation costs. The bond estimate and accompanying supporting <br />calculations, prepared in accordance with Rule 2.05.4, reflects the current cost estimate to <br />reclaim the mine facilities, loadout, refuse pile and all ottrer disturbed areas related to the <br />mining operation. <br />EFCI has calculated a bond estimate using documented unit costs, information presented in <br />TR-20, demolition bids, and actual haulage costs. The resulting estimated reclamation cost is <br />$831,411. This is the estimated cost, for bonding purposes, which the Colorado Mined Land <br />Reclamation Board (CMLRD) would incur, through standard Colorado contracting procedures, <br />to implement the approved reclamation plan in the unlikely event that EFCI were unable to <br />meet its reclamation obligation under the approved permit. This bond estimate was calculated <br />in compliance with applicable regulations promulgated under the Colorado Surface Coal <br />Mining Reclamation Act. <br />The bond cost estimate was determined by subtasks outlined by the DMG. Cacl1 task along <br />with EFCI's estimated cost are presented on the following pages. [n addition, for each task <br />EFCI has included the spread sheet containing all the assumptions and calculations used in <br />determining the total task cost. In preparation of the bonding cost estimate EFCI focused on <br />selection of the most appropriate reclamation methods and equipment and use of the most <br />accurate and widely accepted cost and productivity references for estimating requirements and <br />costs for the various components of the approved reclamation plan. The only areas in which <br />EFCI does not use published references as the basis for calculations are those for which there <br />is no published data. In these cases, EFCI used the relevant information from actual bids and <br />existing haulage costs. <br />
