This adequacy letter is divided into the four sections that
were presented in BRL's submittal: suspended monitoring, deteriorated monitoring wells, remote
locations and remaining monitoring points.
Suspended Monitorin¢
The Division believes that it is too early to suspend monitoring of those hydrologic
monitoring locations that may still be impacted by mining operations. Even though
subsidence itself may be a relatively short term phenomenon, the effects of subsidence on
[he hydrologic regime may not reveal itself until much later. When the hydrologic
monitoring program in the eastern sector of the Bowie No. 1 Mine was reduced in 1993
through Technical Revision No. 24, there had not been mining in the eastem sector since
1986. This resulted in a period of seven years in which the data could be evaluated for
possible hydrologic impacts. Technical Revision No. 34 (TR-34) proposes to suspend
hydrologic monitoring after only 2.5 to 3 years of data. Due to the importance of the
hydrologic resources in this area, the Division believes that the hydrologic monitoring
program in this area should continue in order to establish a firm history of possible
hydrologic impacts. Please comment.
2. On page 2 of the TR-34 rationale, it is stated that suspended hydrologic monitoring will
be reinitiated for those designated locations if mining impacts become apparent. Please
explain how Bowie Resources Limited (BRL) will know if [here aze mining impacts to
