MANSFIELD DEVELOPMENT CORPORATION
9155 EAST CENTER AVENUE, lt6-D
DENVER, COLORADO 8C231
1303) 367-1Q3u
December 8, 1988
MINE LAND RECLAMATION BOARD
1313 Sherman Street, Room 215 ~~'r.: ._ •~.r ~•- ~ ,
Denver, Colorado ~' ~'" `~ `-- F ~~ '"~ ~'~
P,E: Applicant for a Mining Permit ~'~=~ =n 19a~
Rocky Mountain Paving Company, Inc. ,,i;;,,=_; Lt,; ::
1910 P,and Avenue
Colorado Springs, CO 80906 it~.,LNf/F•.T 1:1i', GIB,+: ~IOr~'/
To Wnom It May Concern: ~
I am president of Mansfield Development Corporatiep which is
a contiguous landowner to the site of a gravel minin¢ operation
proposed by the above referenced applicant. It is the purpose of
this letter to register our opposition to this application.
The areas of concern which I believe should be considered
before issuing a permit to allow mining on the site concern the
safety and welfare of motor'_sts traveling on U.S. f.ighway 2u on
which the proposed mine would front, tourists visiting the Cave
of the Winds which is in close proximity to the proposed mining
operation, and the detrimental effect upon present and possible
future residents in the immediate are z.
Specifically, my concern revolves around three major issues:
In'_tially, truck traffic from the mining operations will enter
4ighway 2u and turn around at the closest access point wnicn is
apDrOX'_m'ate!y 400 feet West, up the pass. This trucK traffic may
present serious safety proplems for traffic traveling east and
nest on F:ighway 24.
My second concern invo'_ves the type of mining that wi'_1 be
necessary. It is my understanding that tnere will be a signifi-
cant amount of surface and subsurface blasting. Th'_s may create
a problem due to the close proximity of the Cave of the winds
directly to the east. The Castle Concrete Company is '_ocated
northeast cf the Cave of the winds and it is my understanding
tnat they 215o employ blasting techniques for their mining. The
puestion arises: What is the effect should two blasts from these
mines be set off simuLtaneous'_y? Tne extremely rar=_ and .fragile
structures located within the caves of the Cave of the l;~inds
could be destroyed should there pe any unnatural vibrations 'in
