APR r't 1 2002
March 29, 2002
Wally Erickson/
Colorado Division of Minerals & Geology
701 Camino del Rio #125
Durango Colorado 81301
Dear Mr. Erickson,
~y,~~ a.`~~o ~;
h o/iylner~~8 Gaol
o9Y
f /~/a _ M-/ 976 -oL o ~,~ ~~ ~
(~e ran ; d
~if: Tlnatntia~ l~i'~-,•
After carefully reviewing the Application and Maps for the Regular (112)
Construction Materials Operation submitted by Four Corners Materials, it seems
to me that there are more than a few reasons to deny the application or at least
extend the comment period until May 6, 2002.
First off, FCM says that they expect the traffic to be "254 trucks per day,
up to 6 days per week for two months' to transport materials from the Thompson
Pit to the Trimble Lane processing plant. This is news to CDOT. Dick Langoni is
the safety manager in the Durango CDOT office and has not been advised of this
operation. In addition to the potential hazards of putting this many trucks on
Highway 550, no one has assessed the effects of exhaust pollution on residents
in Pine Acres and Whispering Pines. Who's going to pay for the road and
shoulder damage created by 254 trips per day?
The reduction in armoring of the west bank of the river appears to be
nothing more than a ploy to avoid a lengthy process involving the COE in
securing a national permit. You need to get answers from FCM as to why the
armoring was reduced from 600' plus requiring a National COE Permit to less
than 500' in a blink of the eye!
Even though there is a letter acknowledging receipt of the application by
the county clerk, as of yesterday no one in the La Plata Planning Office or
Commissioner's office was aware of or had even seen the document. It would ___.
seem to me that it would take some time for the appropriate agencies to
completely review the application and to take public comment regarding their
actions. Therefore, I would request that you extend the comment period four
weeks to May 6th, 2002.
I'm somewhat puzzled by Exhibit O. This states that Bryce and Thompson
own the only land affected by the operation. There are a number of land owners
to the north that will not only be affected by increased bank erosion, but also by
the noise and dust pollution of 254 trucks a day! '+
In as much as I own the property where my southwest corner meets the
Thompson/Brice northeast corner and the severe elevation drop in the river is on
my south boundary, I am concerned that reopening the river mining operation will
