This other fact that came out during. the review process <br />was that there wa8 24.59 acres of per-1981 lake surface on the <br />site and no credit was take for this as the net depletions were <br />calculated on 72 acres of lake area no the 47.41 acres that <br />should have been used. By 1993 the lake area had reached 79.75 <br />acres as explained in a letter from Frei dated 12/1%93. <br />Originally the site was to be reclaimed as a gravel pit lake <br />that required a large amount of makeup water. In 1997, DWB and <br />SACws purchased this property to construct a water storage <br />reservoir. Albert Frei and Sons, Inc., retained the gravel <br />rights and is required to complete mining and turn the site over <br />to Denver Water by the end of 2002 so they could begin to con- <br />struct the reservoir. Denver Water is working on the design of <br />the liner that will seal the lake area. <br />Review of OSE guideline #B suggests that if a mined area <br />will be lined, and dewatering is taking place during construc- <br />tion, then only the water surface area left during dewatering <br />needs to be accounted for. The attached information is based on <br />that type of plan. The approved reclamation plan has .an option <br />to line the pit. But since DWB not A.F.S., will be lining the <br />reservoir, the final design has not been submitted for review and <br />approval to the Division of Minerals and Geology or the State <br />Engineers Office. Denver Water Board can confirm, how that <br />lining will occur. <br />Reviewing the physical layout of the mine at this time shows <br />that there is approximately 6.57 acres of water surface area. <br />There are two areas containing water a small pond in the north- <br />west part of the mine and the dewatering ditches on the mine <br />floor. The water depth averages 3 feet in the ditches on the <br />mine floor (0.74 ac ±) and the ponds covers 5.83 ac. t (pre-81 <br />water surface). This means that there is less water surface <br />under the dewatering plan than what existed in late 1980. Albert <br />Frei and Sons, Inc., will commit to keeping the .area dewatered so <br />the surface area is less than 25.95 acres until the reservoir <br />liner is complete or they no longer mine in the area.. Once <br />mining ends the property comes. under DWB control so we will <br />encourage teem to continue dewatering until the liner is.complete <br />or revise this TSSP to account for a lager lake area while the <br />liner is being built. <br />
