24, 1998 -3- 983-2348.195 <br />groundwater is more frequently encountered, a phreatic surface was modeled at the top of <br />the foundation soil. <br />It is important to note, however, that the infiltration of runoff into the overburden storage <br />facility, and the generation of an elevated phreatic surface within the overburden material <br />would decrease the FOS. In order to minimize this potential condition, CC&V should <br />employ means to divert surface runoff from the upstream face and crest of the overburden <br />material, into drainage channels that will transport the surface water runoff into the <br />upstream detention pond.
