State of Colorado
Office of the State Engineer
File No. 20220-003
30 December 1994
Page 2 ~i~~
C~;;` ,~
• A gravel fdter sump with direct (untreated) dischazge of ground water [hilt m mine
pits as they aze advanced into the water table, as was done at Dall Flats in Lyo .,!~~ ratio,
will probably be acceptable in tertns of dischazge water quality. ~
• The State Engineer would like to see Cooley collect pumping data during mining to help
evaluate hydrologic conditions that will occur during use of the proposed reservoirs.
• Wells and springs within 600 ft of the operation need to be considered before NPDES
dewatering. Springs, if not "permitted wells", may not be of concern.
• George Van Slyke will probably get involved for the State Engineer and should be consulted
with respect to geological information.
• The State Engineer will work closely with DMG relative to appropriate bonding requirements
and whether or not potential reservoir lining costs should be included given that a
performance bond with Morrison already addresses reservoir lining vests.
Bill McIntyre may be the official reviewer for the state Engineer.
A well permit with the State Engineer for the mine is required for dewatering. One may
already exist and may only need modification.
At the close of the meeting, the Cooley representatives felt that there were no "fatal flaws" to the
proposed amendment with respect to State Engineer Office concerns. Cooley agreed that certain State
Engineer requirements and conditions can and will be met prior to exposing ground water during
mining below the water table during next yeaz's mining season.
Thank you again for your input. We look forward to working with the State Engineer to help deliver
a desirable Front Range water storage facility as reclamation of ongoing Cooley operations at their
Morrison Quarry. Please call me if I can answer any questions or be of any assistance.
With best regazds,
HA~L~E~Y~& ALDRICH, INC.
Alan L.
