Kent Gorham
December 17, 1999
Page 2

Comment:
C. A plan for repair of existing rills between the contour furrows.
Response:
The proposed design for furrow spacing provides a limited distance between furrows
that is intended to eliminate additional erosion in existing rills and allow these rills to
gradually stabilize. EFMC anticipates future maintenance of the furrows to ensure
erosion control. If it is determined that some rills are not stabilizing in the furrowed
azeas, EFMC will implement additional measures as proposed in the Rill and Gully
Control Plan contained in this minor revision.
Comment:
D. The work must be completed by December 31, 1999. Extension of work into 2000 will
re-initiate the liability period as per Rule 3.02.3, which means the re-disturbed site
would not be eligible for final bond release until 2010.
Response:
EFMC interprets, based on Rules 4.15.7(5) and 3.02.3, that the work must be
completed by November 2000 (5 yeazs from initial planting).
Comment:
E. If EFMC proposes to add fertilizer in the inter-seeded areas, the fertili~r rate is
required.
Response:
EFMC proposes application of fertilizer at 150 Ib. per acre on the reseeded azeas.
This rate is shown on the revised Reclamation Timetable, included with these
responses for placement in the permit application.
This amended minor revision package includes (3) three copies of the following:
Summary of Revisions and Additions
Revised Permit Text/ Maps
zo
Zo
IU
- -~
""<~rQ
IS ~, tS
-~.e cS
!~ //
vz y ! bt N 7~6~...,
~ y /~S ~~
l Z l bs
k
16~ 16S l6r
yD _~- fro ~-~-~.
