to protect a previously repaired landslide located along the ridgeline, approximately 150 <br />yards north of the 2007 slide. The approved designs include a grass lined permanent <br />channel (Channel PM-4C) and a segment of light use road ditch that would effectively <br />divert upland drainage away from the area of the 2007 slide, and into a rock lined <br />permanent channel (Channel PM-4, in the immediate vicinity of the inlet to Culvert PM- <br />10). <br />At the time of the inspection on Apri125, the roadside ditch and lower segment of <br />Channel PM-4C were poorly defined, and may have been silted in as a result of snowmelt <br />runoff from slopes reclaimed in the fall of 2006. Approximately 150 feet north of <br />Culvert PM-10, there was evidence of overland flow and shallow rills in a flow path 15 to <br />20 feet wide across the light use road. On the outslope of the road, there was a short <br />gully averaging approximately 4 feet deep by 3 to 5 feet wide, that extended <br />approximately 25 feet down the slope. The gully widened into a trough shaped slide <br />feature on the "undisturbed" hill slope below the road. The trough feature ranged from 3 <br />feet to 6 feet deep, averaging approximately 15 feet wide, and was 60 to 75 feet in length. <br />At the toe of the slope, mud and debris had been deposited in a "delta" approximately 25 <br />feet by 25 feet by 1 foot deep, within and adjacent to a small ephemeral drainage channel. <br />At least two 6 inch diameter aspen trees, five or more smaller aspens, and numerous <br />understory shrubs had been uprooted by the slide. <br />Downstream from the area of primary deposition along the ephemeral channel, there was <br />intermittent scour within the channel, and shallow soil and debris deposition along a 12 to <br />15 foot wide flow path. The scour and deposition dissipated by approximately 500 feet <br />downstream from the toe of the slide. <br />STEPS NECESSARY TO ABATE VIOLATION (REMEDIAL ACTION) AND TIME <br />FOR ABATEMENT (NOT MORE THAN 90 DAYS): <br />Step 1: No later than May 25, 2007, perform grading and maintenance to restore light use <br />road ditching and Channel PM-4C, as necessary to divert upland drainage away <br />from the slide location and into Channel PM-4, in the immediate vicinity of the <br />Culvert PM-10 inlet. <br />Step 2: No later than June 1, 2007, submit a complete technical or minor revision <br />application (as appropriate), addressing plans for repair of the damage caused by <br />the slide and erosion described. In addition, include in the plan any modifications <br />to the approved topography or drainage plan to ensure that rapid melt from deep <br />snow accumulations upslope from the slide area will be safely diverted, to <br />minimize the potential for future slippage or erosion related to snow melt, in the <br />same or adjacent areas along the ridgeline. <br />Step 3. No later than August 2, 2007, implement and complete the plan submitted in the <br />technical or minor revision required by Step 2. <br />
