SHELTON Director <br />December 29, 1982 - _-~ <br />TO: File No. C-025-81; No rt~h_Th~o/mpson Creek <br />FROM: Robert Liddle ,/r~•~".~!~ <br />RE: December, 1982 Inspection of North Thompson Creek Mines <br />A partial inspection was conducted of the North Thompson Creek Mines on <br />December 3, 1982. I conducted the inspection with Scott Jones, the <br />Environmental Coordinator. <br />After the inspection, I informed Mr. Jones that a Notice of Violation <br />would be issued for failure to complete the refuse site pond. I <br />explained the history and regulatory concerns with the pond. Mr. Jones <br />asked that I talk with Hank Artez, Surface Operations IAanager. <br />I told Mr. Artez of the problem and that a violation would be issued. <br />Mr. Artez explained that the pond could not be completed until next <br />spring because of weather. I said that if the pond was not completed <br />now, we may have to wait until next summer for things to dry out. tor. <br />Artez did not argue, but asked that I talk to Jay Reynolds, Mine Manager. <br />Upon telling Mr. Reynolds of the violation, he became very upset and <br />began to interrupt me as 1 was talkiny. He said that 1 was out to shut <br />down all the mines in the State and that I had a personal vendetta <br />against Snowmass. I tried to explain that I was pleased with the way <br />things were going at the mine in the last year and that on-the-ground <br />compliance has greatly improved. However, Mr. Reynolds continued to <br />/~xinterrupt me as if he purposely did not want to hear (or Mr. Jones) <br />/~ what I was saying. <br />Mr. Reynolds said that he was not yoing to build the dam just because <br />`J'~~some paper pushing desk clerk from Uenver said so (referriny to Jim <br />Pendleton). I then said that he had appeal riyhts lie could exercise to <br />voice his gripes. He interrupted me to say that he would not contact us <br />again. If the pond was not built by next month, I could shut his <br />operation down and run it myself, he said. <br />Finally, Mr. Reynolds said it was too bad fie couldn't be dealing with <br />white people, he had to deal with 14LR instead.
